Resilience and adaptability of infrastructures – A complex adaptive systems perspective

چکیده
While we rely on the continuous functioning of infrastructures such as water, electricity and Internet, 100% uptime is not possible. Infrastructure systems must therefore be resilient – they must be capable of flexing in response to disruptions and recovering quickly. In this paper we explore options for supporting infrastructure resilience from a complex adaptive systems perspective. Building on work from the field of social-ecological systems, we introduce a novel definition of infrastructure resilience the capacity to manage shifts between attractors in infrastructure operation. We define adaptability as the capacity to manage shifts between attractors in infrastructure evolution. To explore the usefulness of these definitions, we introduce a simulation model of an electricity network exposed to perturbations in its environment. The results of this model demonstrate how an evolutionary-level attractor shift leads to greater resilience of the modeled infrastructure. This model and the elaborated definitions can help to guide the development of future models for supporting infrastructure resilience and adaptability in line with a complex adaptive systems perspective.

Multi-Level Resilience: Reconciling Robustness, Recovery and Adaptability from a Network Science Perspective
From a multi-disciplinary point of view, research on resilience focuses on robustness, recovery, and adaptive capacity. Robustness quantifies how much damage a system can take before it breaks, whereas recovery refers to the ability of a system to recuperate within limits of time and resources, and adaptability requires a system to be able to structurally reorganize throughout time so as to imp...
متن کاملAdvances in Adaptive Secure Message-Oriented Middleware for Distributed Business-Critical Systems
Distributed business-critical systems are often implemented using distributed messaging infrastructures with increasingly stringent requirements with regard to resilience, security, adaptability, intelligence and scalability. Current systems have limited ability in meeting these requirements. This paper describes advances in adaptive security, security metrics, anomaly detection and resilience,...
متن کاملWhat Is Resilience and How Can It Be Nurtured? A Systematic Review of Empirical Literature on Organizational Resilience
Background Recent health system shocks such as the Ebola outbreak of 2014–2016 and the global financial crisis of 2008 have generated global health interest in the concept of resilience. The concept is however not new, and has been applied to other sectors for a longer period of time. We conducted a review of empirical literature from both the health and other sectors to synthesize evidence on ...
متن کاملHow do Systems Manage Their Adaptive Capacity to Successfully Handle Disruptions? A Resilience Engineering Perspective
A large body of research describes the importance of adaptability for systems to be resilient in the face of disruptions. However, adaptive processes can be fallible, either because systems fail to adapt in situations requiring new ways of functioning, or because the adaptations themselves produce undesired consequences. A central question is then: how can systems better manage their capacity t...
متن کاملConnections, Communication and Collaboration in Healthcare’s Complex Adaptive Systems; Comment on “Using Complexity and Network Concepts to Inform Healthcare Knowledge Translation”
A more sophisticated understanding of the unpredictable, disorderly and unstable aspects of healthcare organisations is developing in the knowledge translation (KT) literature. In an article published in this journal, Kitson et al introduced a new model for KT in healthcare based on complexity theory. The Knowledge Translation Complexity Network Model (KTCNM) provides a fresh perspective by mak...
